Dumped on by the Government

With Hong Kong's landfills predicted to get fully choked up in eight years, the government has apparently found an alternative plan for waste disposal: dump it on the peasants. Villagers at Ting Kok Tsuen in Tai Po had their feathers ruffled last month when a 3-meter high layer of illegal waste was dumped right next to them by laughing truck drivers. While much of it is reported to be official government turd - debris from a Drainage Services Department project - so far villagers' have tried complaining to the police, the Tai Po District Lands Office, the Planning Department, and the increasingly beakless Environmental Protection Department, all to no avail. Illegal dumping complaints have shot up by over a thousand in the last two years, yet prosecutions remain as rare as hen's teeth due to legal loopholes. I for one think the government needs to stop dragging its claws on the issue and implement new laws to stop such activity. But what do I know? I'm just a chicken.
